WATCH: Northwestern Vice President for Athletics & Recreation Jim Phillips, the inaugural chair of the NCAA Division I Council, joined Mike Hall on Big Ten Network to the evolution of the football recruiting calendar being discussed at the highest legislative level of the NCAA.
